Once you know the basics, you can track progress, advocate to testify in committee(s), help gather resources, and even assist in the ideation phase. The information below outlines the information that is helpful to have when drafting a bill. The more information gathered up front, the better chances a bill can make it off of a committee wall.

Your insights, experiences, and suggestions are invaluable in the legislative bill drafting process. Your contribution will help shape meaningful legislation that addresses the needs and concerns of our constituents. Please take a moment to answer the following questions:

  1. Identifying the Requestor: Please provide your name or the name of the organization requesting the bill draft.
  2. Narrative of Need: Could you share a brief story or experience that highlights the necessity for this legislative change?
  3. Supporting Evidence: Do you know of any articles, research, or data that could substantiate the need for this legislative change?
  4. Interstate Legislative Review: Are you aware of any similar bills or relevant legislation that have been passed in other states?
  5. Key Elements: What do you believe are the essential components that should be included in this bill?
  6. Potential Positive Impact: How do you envision this legislation, if passed, could enhance people’s lives or the general wellbeing of the community?
  7. Supporting Voices: Who do you recommend we reach out to for supportive testimonials or insights about this proposed bill? Ideally this would be a list of 15-20 contacts. (Consider individuals, experts, advocates, and lobbyists across a broad spectrum.)
  8. Possible Opposition: Who might be key individuals or groups that could oppose this bill? (Again, consider a wide range of individuals, experts, advocates, and lobbyists.)
  9. Financial Considerations: What are your estimates regarding the cost of implementing this legislation or its impact on existing revenue streams?
  10. Funding Proposals: If additional funding is required, or if a shift in existing funds is necessary, where do you propose this money should come from?
  11. Effective Date: When do you suggest this legislation should be enacted?
